On 22 December 2017 National Commission for Energy Control and Prices of the Republic of Lithuania (NCC) started research on active power reserves market in Lithuania. The purpose of this research is to find out if any electricity producer has significant market power in active power reserves market in Lithuania. According to the Law on Electricity of the Republic of Lithuania NCC sets price regulation requirements for market participants having significant market power status.
NCC plans to evaluate these individual active power reserves markets:
| Primary power reserve | Secondary power reserve for upwards and downwards regulation | Secondary power reserve for emergency restoration | Tertiary power reserve for voltage control in the 330 kV transmission network and for restoration of the secondary emergency power reserve | Tertiary power reserve for restoration of the secondary emergency power reserve | Control of reactive power and voltage | Prevention and liquidation of blackouts |
