On
13 December, 2018 NCC approved the Terms, Conditions and Methodologies on
Cross-Zonal Capacity Calculation, Provision and Allocation with the 3rd
Countries (Methodology) which was prepared
and agreed by Litgrid AB together with Latvian and Estonian transmission system
operators.This
Methodology is interrelated with the Capacity
Calculation Methodology within the Baltic Capacity Calculation Region and also
implements the requirements of Commission Regulation (EU) 2015/1222
establishing a guideline on capacity allocation and congestion management.
Also on 22 October, 2018 Latvian, Estonian and Lithuanian NRAs by common
letter to Latvian, Estonian and Lithuanian transmission system operators
indicated that Methodology is a necessary step towards further development of
the cross-border capacity calculation and allocation with the 3rd
countries.
The Methodology establishes the
rules for calculating the cross-zonal transmission capacity of the transmission
system between the Baltic States, as well as the Lithuanian energy system and
the Russian (Karaliaučius) region and Belarus. In Methodology a guaranteed 200 MW
capacity on Lithuanian-Belarusian border is terminated, i.e. the capacity on
Lithuanian-Belarusian border will depend on the intensity of utilization of the
electricity transmission system on the Latvian-Estonian border every hour.
The methodology will come into force on 1 of
February, 2019.
