On 14 of February, 2019 in
accordance with Article 35 of the Commission Regulation 2015/1222 of 24 July
2015 establishing a guideline on capacity allocation and congestion management
NCC approved the All Baltic Capacity Calculation Region TSOs’ common
methodology for coordinated redispatching and countertrading (Methodology). The
Methodology was prepared by the transmission system operators (TSO) of the Baltic Capacity
Calculation Region (Baltic CCR) - Estonia, Latvia, Sweden, Poland and Finland.
The approved Methodology aims to coordinate the actions of the Baltic CCR
TSOs in order to effectively eliminate the congestion of cross-border networks,
regardless of whether the causes of physical congestion lie outside or inside
the area controlled by these operators.
The Methodology complements Capacity Calculation Methodology
of Baltic CCR in promoting effective competition (by relieving congestions) in
the generation and supply of electricity, ensuring optimal use of the
transmission infrastructure by effective use and coordination of redispatching
and countertrading resources between TSOs contributing to the efficient
electricity transmission system and electricity market within the EU.
