On 16 October 2019, the representatives of Polish Energy Regulatory
Office (URE) visited the National Energy Regulatory Council.
Lithuanian and Polish regulatory authorities in particular discussed the
cooperation opportunities once the gas interconnection Poland – Lithuania
(GIPL) is commissioned. The representatives of URE presented the overall
framework for gas sector regulation, including on the rules for calculation of
gas transmission tariffs in Poland. The Lithuanian entry-exit system and natural
gas transmission tariffs, the activities of the Natural Gas Exchange of UAB GET
Baltic, the role of Klaipėda LNG terminal, and the principles of regulation
were presented to the guests. Regulatory authorities discussed differences in methods
applied in Lithuania and Poland. The principles for licensing and supervision
of market participants in the liquefied fuels sector, which are applicable in
Poland, were also presented by the guests.
During the meeting the regulatory authorities agreed to continue cooperation
on bilateral level, and to discuss further areas of cooperation after the completion
of analysis on possibilities of the optimal commercial utilization and
enhancement of the value of the (GIPL), which will be carried out by Lithuanian
and Polish gas TSOs’. It was also agreed that cooperation at the level of the
Governments and relevant Ministries is also important.
