Irrespective of whether the Certificate of Checking the Energy Installation's Technical Condition and/or the Certificate of Checking the Energy Installation's Technical Condition for Startup and Adjustment Purposes has been issued or not, on provision of the service of checking the energy installation the staff of the Council will issue an invoice to the builder of the energy installation and/or energy facility or his authorised representative, and a payment against the invoice must be made. |
| 7. | Description of service provision process | Checking of technical condition of energy installations with the issue of the Certificate of Checking the Energy Installation's Technical Condition or the Certificate of Checking the Energy Installation's Technical Condition for Startup and Adjustment Purposes includes: a check whether the energy installation and/or facility has been built, installed, reconstructed or upgraded in accordance with a technical design, working design or technical/working design, or terms of reference with a diagram and whether the technical design, working design or technical/working design or the terms of reference with a diagram are not contrary to legal acts related to the Council's remit; a check whether all requisite works of installing, assembling, testing, measuring, and starting up and adjusting the energy installation and/or energy facility have been performed; a check whether the energy installation and/or energy facility constructed, installed, reconstructed or upgraded is fit for use according to its intended purpose. On completion of checking the technical condition of an energy installation constructed, installed, reconstructed or upgraded, the staff of the Council, having found no violations of legal acts or other deficiencies, or having founds such violations or deficiencies, issue a check report and an invoice to the builder of the energy installation or his authorised representative. On receipt, from the builder or his representative, of a document proving payment, the Council issues the Certificate of Checking the Energy Installation's Technical Condition or the Certificate of Checking the Energy Installation's Technical Condition for Startup and Adjustment Purposes. In the case if the service was provided but the application is rejected, an invoice will still be issued to the builder of the energy installation or his authorised representative. The Certificate of Checking the Energy Installation's Technical Condition or the Certificate of Checking the Energy Installation's Technical Condition for Startup and Adjustment Purposes (hereinafter collectively referred to as the 'Certificate') are issued by means of the Council's document management system (DMS). The Council's employee, having found no violations or deficiencies, draws up the Certificate in the DMS, specifying the main parameters of the energy installation and/or energy facility and other important information as stated in p. 24 of the Description of the Procedure for the Issue of Certificates of Energy Installations' Technical Condition. The Certificate is signed by the Head of the Territorial Office of the Technical Supervision Department of the Council and the employee that has provided the service. In cases where the Certificate is not issued, the check report signed by the Council's employee will be sent to the applicant, accompanied by an invoice and a cover letter, through the E-Government Gateway. The Certificate signed by the Council's employee is issued to the builder of the energy installation and/or energy facility and sent to the applicant (unless the application states otherwise) through the E-Government Gateway. |
